Combining Rover and Triumph into the Specialist Division for the Britsh Leyland Group in 1971, they were actioned to create a new vehicle for the group, which would become the Rover Specialist Division Number 1, or SD1, for short, but a very long process for the car to finally be produced in 1976. A common phrase when referencing the law enforcement in the UK, “Policing by consent” establishes that the cooperation with police and the public respectively influences an ethical police force in keeping the peace.
